For this costume, you will need to scour the fabric store to find a couple yards of blue and white plaid material. You will need a dark brown wig that you can braid into pigtails. You will need a pair of red sparkly shoes or you can make a pair with a pair of pumps and some red glitter and glue.
You should make the skirt with a bib on it out of the blue and white plaid material. This is relatively easy because you can use pins and such to hold it together. You will not have to make a really good piece, because you will only be wearing it for Halloween, not as an actual item in your wardrobe. You will also need a short sleeve white shirt and white socks. This you should have in your closet, so no need to go out and buy anything new. You will need a basket (an old Easter basket will do just fine) and a stuffed dog to put in it, too. Getting all the items together should be easy and you should have these all gathered well before the Halloween event.
Making your red, sparkly shoes will be a breeze. Put glue all along the pumps that you find and then add the glitter. For one night these should do you fine. It may take a while for you to braid the wig, so be sure that you make some time to do that. You should also tie blue ribbons at the ends of the braids. When you dress for the evening, make sure that you use makeup to give your face a dramatic look. Red lipstick, blush and lots of mascara is the makeup you will need to make your Dorothy costume come alive.
For added impact remember to click your heels three times when you are at the party or event that you are planning to attend. You want to give the Dorothy character a lot of play. Make it unique, too. If you want to carry some red confetti, that would also be advisable. Remember that you can make your outfit as it funny or as sweet as you want. It is all up to you, so make your Dorothy outfit and get ready to go out and enjoy the Halloween parties. You are bound to have a great time and if it is cold you will be able to wear a coat without ruining the look of your costume.
