Zelda enemy number 10: Skulltula
Various forms of this enemy have been featured in Zelda games like Ocarina, Twilight Princess, and Spirit Tracks. They can drop from the ceiling to attack, rush towards Link while's climbing a web and knock him off, or can crawl towards Link and bite him. Skulltulas are also harder to kill because their exoskeleton prevents Link from attacking them normally.
Zelda enemy number 9: Stone Statues
Mysterious stone statues appear in every Legend of Zelda game. Sometimes they take on the theme of the dungeon. It's only in the original Zelda and Link's Awaking they shoot fireballs directly at Link. They can not be destroyed, making the best defense avoidance. It can be difficult, especially when the room is filled with them.
Zelda enemy number 8: Beamos
Beamos has been included in numerous Zelda games including Link to the Past, Wind Waker, and Link's Awaking. These statue enemies shot lasers out of their eye and can track Link's movements. In some games, they can be defeated by using arrows or bombs. In other Zelda games, Beamos can not be defeated. The only defense is to avoid the ever watchful eye and its laser beam.
Zelda enemy number 7: Blue Bubbles
There are many different types of Bubbles from red, ice, and fire in the Zelda games. Although, I always found the Blue ones to be the worst. By coming in contact with a Blue Bubble, Link loses the ability to use his sword or other items. This leaves Link vulnerable to any enemy in the room. The curse usually lifts in a few seconds. In games like Majora's Mask, Link can drink a Blue potion or play the Song of Storms to instantly cure him.
Zelda enemy number 6: Wizzrobes
Wizzrobes are a recurring enemy appearing in Zelda games such as Wind Waker, the Minish Cap, and the Adventures of Link. Wizzrobes can be tricky to fight. Usually, the only opportunity to attack them is seconds before they attack you. They spin around, shoot magic spells, and disappear. In the Wind Waker, certain Wzzrobes can summon other enemies. In Phantom Hourglass, they will deduct time from your hourglass if you're hit by them.
Zelda enemy number 5: Dairas
Dairas are only featured in The Adventures of Link and Link to the Past. They look like crocodiles that stand upright. In The Adventures of Link, they are one of the toughest overworld enemies. Dairas weld powerful axes that do massive damage. They are mostly found in caves or graveyards. They come in orange and the much harder red varieties.
Zelda enemy number 4: ReDead
These frightening, zombie type enemies appear in titles like Ocarina and Twilight Princess. They let out piercing shrieks that paralyze Link with fear. In some games, they wrap around Link and chomp at his head. Not only are they startling, especially in their first appearance, they can be tough enemies. In Majora's Mask, by wearing certain masks, the ReDeads will dance.
Zelda enemy number 3: Darknuts/Iron Knuckles
Both of these enemies are heavily armored and look like knights. Darknuts or Iron Knuckles are featured in numerous Zelda games. They are usually the strongest non-boss enemy in the game, like in The Adventures of Link. Darknuts have a creature under the armor. Iron Knuckles appear to be just armor.
Zelda enemy number 2: Like-Likes
Like-Likes are what shields have nightmares of. These annoying, shield eating enemies have been around since the original Legend of Zelda. It never fails as soon as you get a Magic shield and go into a dungeon, they attack. Like-Likes are difficult to dodge and hard to attack since that might mean getting close to them. In some games, they will also eat rupees or clothing.
Zelda enemy number 1: Wallmasters/Floormasters
The worst enemy of Zelda fans is the Wallmaster. First appearing the original, these zombie hand enemies will grab Link and bring him back to the start of the dungeon. It's extremely annoying to work your way almost to the boss only to be carted back to the start. Floormasters operate almost the same way. They will grab Link and sometimes throw nearby objects at him. They can be tricky to defeat since Link is in danger of being caught.
While there are many other Zelda enemies worthy of this list, these are the ones that have stuck in my mind through out the years. These enemies are some of the toughest to defeat and in some cases, they can't be killed at all. They leave Zelda players frustrated and annoyed. But, there is nothing like successfully beating or dodging them.

The redead absolutely terrified me when I was younger. And the Iron Knuckles in the Spirit Temple I used to think were impossible to beat.
I also hate the Freezards from the Ice Cavern in OotP. They annoyed me more than any other enemy.
I have to assume you weren't including bosses, because otherwise no list of best Zelda enemies is complete without Dodongas!
