Number 10) Water Style: Giant Vortex Jutsu. The card requires a Jonin or higher rank to perform, but it's well worth it. Sending your opponents entire team back to their hand can be a devastating late game effect. However the cost of three water Chakra is a bit much.
Number 9) Pass Permit: One of the best Mission cards in the game. Your opponent's teams are almost always going to be a mix of elements such as Fire/Water Wind/Fire and so on. Play this on turn four and the game is almost assuredly yours. The only draw back is that it's a wind based card so it's a little bit hard to play.
Number 8) Sasuke Uchiha (Analysis of Competition): Ok so he's easily the best turn 0 ninja in the game. For at least the first three turns in the game he's going to be a 4/0 and untouchable. Put him and Temari (Violent temper) on a team and your opponent has a real problem to face down. His only drawback is he's worthless in the late game so he just sucks up damage.
Number 7) Kakashi Hatake (Early Settlement): He is just all around great. He's extremely powerful and has an awesome effect. If you see your opponent play this guy down you know you're in for a rough ride. His rarity makes him a problem for the average player to obtain, but he's a Super Rare for a reason.
Number 6) Sakura's Decision: At first glance this card does not seem all that great. It's a super rare with only a decent effect, to the untrained eye. You injure one of your female Ninja to draw cards equal to her mental power, so obviously Sakura is a good choice, but you have other options, like Hisame. Injure her, draw three cards, deploy Sakura (A sympathy Visit) and you just blew your opponents mind. This card is great when played right.
Number 5) 8 Inner Gates: Ok so only Rock Lee and Guy Sensei (Passionate Teacher) can be targeted, but that easily makes them an army of one. Rock Lee will be, at the vary least a 9/0 and Guy an 18/0 now that's power. Use this in a Taijutsu/Hyuga style deck and your opponent may actually cry.
Number 4) Baki (Cleaning Up): So what he's a weak turn 5 ninja but read his effect, did you read it? Good then you understand why he's number 4 on this list. Play him in a mental power deck with Ibiki leading and slowly but surly your opponents ninja will be knocked off one by one. And with the new rulings that even if Baki becomes injured during a fight, his effect still activates he's just getting better all the time
Number 3) Sharingan Eye: Your opponent can play all the Jutsu cards in the world, but with this trump card in your hand you hold all the cards. Being able to negate your opponent's jutsu is good in itself, but for the small amount of charka required to perform this jutsu it's even better. The draw back is the Sharingan Eye requirement, but if you run a good Fire deck then you'll always have a Sasuke or Kakashi in play.
Number 2) Zabuza Momochi (Demon of the Cloud Village): He was a beast in the show and he's a beast in the CCG. Zabuza is the best water ninja in the game. His effect can turn the tide of battle in an instant, killing off entire teams of ninja at a time, and his states are normal for a turn 6. I have seen many players on the receiving end of this ninjas power give up and quite because there was just no hope of the recovering from this silent killer.
Number 1) The Forth Hokage (Hero of the Village): Lightning decks rejoice for you have a new hero! This guy is amazing. He comes into play weak at a 5/2 but his effect is what makes this card number 1. You injure him, making him a 6/3 then heal all of your injured ninja... What! So yeah, although lighting by nature this guy belongs in any deck. His rarity might make him scarce but he's defiantly worth trying for!

If your in a duel try using five pronged seal realease the one with Jiriya on it, when your opponent has 5 battle rewards. Then when you have to discard, discard most of your jutsus then play research into forbidden jutsu to shuffle all of your jutsus into your deck.
Then, use rasengan. Or if you send sasuke out use chidori. Win, or draw, and you automatically win the game. I personally don't have succesors but im searching.
Yeah, I agree on the fact that Baki is good. I used him in a tournament, but he was defeated off the map. I'd say now though that Kisame Hoshigaki (sorry forgot the affect text) is now the greatest water ninja. Especially when you play him with your Chakra Eater Sword jutsu card. it removes nearly all of your opponent's chakra so its a really good combo of its self. but an even better combo is any naruto sasuke and sakura with the mission Succesors in play and the newer version of chidori and any rasengan card. Send naruto out as the head ninja.
