I believe they can get away with offering such a great deal because they have very little overhead, considering the place itself is about the size of my living room if not a bit smaller. Yes, this means it is hard to get a seat, especially at the lunch rush hour between noon and 1 p.m., but there is no need to worry because Vic delivers within a reasonable radius and if that does not work for you, pickup is always another viable option.
I do recommend getting a seat if you are lucky enough to do so, as Vic and his wife are extremely kind people, and it is fun to watch them make the sushi right in front of you at the bar. Overall, the quality of sushi is good enough that they can hypothetically charge $20-$30 for the special and I would still be a regular customer.
The ingredients they use are on display and you can see them as you sit at the sushi bar. All the ingredients they use to make the sushi are extremely fresh, which is not always the case with sushi spots in Philadelphia as you may know.
Vic Sushi Bar does have more expensive items on their menu such as chef signature sushi specials. These specialty sushi rolls range from ten to fifteen dollars depending on how adventurous you are feeling. On top of that, they also do party platters where you can order in excess of one hundred piece of sushi for a little over one hundred dollars. This party platter is something I want to try in the future, but lack the funds to do so at the moment.
Overall, Vic Sushi Bar is the number one sushi bar in Philadelphia for lunch time (although they are also open from 5 p.m. to 9 p.m. every day except Sunday). If you are in the Rittenhouse square area, or work within a few blocks of 20th and Sansom, I highly recommend you give this place a shot!
