As a member of a tech forum site, I saw the reviews and discussions on Tron: Legacy long before I even watched the film. It was interesting to see how many people were blasting the movie apart, saying it had a "weak storyline", bad continuity, and the characters were all wrong. The one consistent thing - everyone agreed it had great visual effects.
Since my kids never saw the first Tron movie, I rented that one along with Tron: Legacy and we watched the original first. My kids enjoyed it, my husband thought it was so-so and we all laughed at the cheesy suits. I must say, myself, I understood the plot much better this time around. Of course, I was only 6 when the first Tron was released, but I did remember it as a cool movie.
When we watched Tron: Legacy, the first thing said out loud was "the effects are definitely better", and they certainly were. The suits were much more modern and realistic, the whole "Grid" in fact, had a much more futuristic and defined look to it.
As for the storyline, I thought they did a pretty good job with it. Yes, there were a couple little holes, but they didn't really interrupt the continuity. Some things could be confusing, like the fact that there are two different TRONs and CLUs between the two movies. You have to pay attention to realize that though the characters' appearances were the same they were actually two different entities.
All in all, Tron: Legacy is a very enjoyable movie. It has a decent plot, understandable characters, and of course, great visual effects. My advice is to just watch it for what it is, a singular movie all on its own. If you try to compare the two together, it opens up a whole can of worms that never really needed to be opened. If you never saw the first Tron, I'd recommend just watching Tron: Legacy by itself. There is less confusion (and critique) if you don't already have the ideas and characters from Tron stuck in your head.

Great review. The new Tron movie was decent... I tried to watch the old one and it was a bit boring and silly so I just couldn't even sit through it. : /
