Sanford Florida Police were in shock Wednesday when they went into a Sanford apartment and found two children caged inside of a bedroom . Charged with two counts of cruelty toward a child by caging is Dawn Fenner 40, Matthew Fenner 19, and Casey Morton 22. Dawn Fenner who's the mother of one of the children who were allegedly caged told the Sanford police that there was no abuse going on in the apartment as reported by WKMG.

Matthew Fenner told authorities that one of the children that had been inside of the room was in the room because he had ADHD, a condition that begins in children after 2 years-old which includes inattention, hyperactivity and impulsivity. Fenner also explained that he was in the room "to keep the child from getting into things" as reported by WKMG.

The children who were allegedly caged were only found after a Rent-A-Center employee who had obviously dropped off merchandise noticed that the apartment had been covered in cat feces and that there had been a child caged inside of one of the bedroom. The employee also told police that the bedroom the children had been allegedly caged inside also had a metal gate on the door to keep the children inside as reported by WKMG.

Once Sanford police received the report of the alleged abuse, police headed over to the apartment to investigate. Once police arrived at the residence, police officers stated that they could smell urine from outside of the apartment. Fenner who had answered the door when police knocked, told the officer that there had been no abuse. The officer requested to enter the apartment and Fenner allowed him to, as reported by WKMG.

In a report given by the police officers, it stated that they could see feces on the floor in the doorway as well as numerous cats wandering through the apartment. The report also stated that they had seen two children inside of a room that had a metal grate in between the doorway and it was being held there by and end table. Police did inform the three adults who were responsible for the children, that child protective service and an investigator would be called to the apartment to investigate what really was going on, as reported by WKMG.

Once child services and investigators were at the apartment, they did inform the police officers that had been there that the children would be removed from the apartment immediately. The girlfriend of Matthew Fenner, Casey Morton told authorities "There is no abuse here. We were just about to cook and feed the kids", as reported by WKMG.

Was there ever a follow-up on the condition of the kids? Kids being locked up and isolated is more common than people think. There's almost always language-development problems.

These people were insane. When I was in college part of a course requirement was to spend a day at a facility in chicago for the severely mentally handicapped. We saw a young child that was so terribly deformed. He was in a wooden box his first years of life and bones had grown to the shape. Sickening.
