Warrants were issued for both in March after Blackwell police responded to a report of abandoned cats.
According to the affidavit prepared by Blackwell police officer John Mitchell, the pair are accused of abandoning 14 felines and three canines for at least a week in July of 2008.
Mitchell writes in his report that he responded to 116 N. E Street on July 15, 2008, for a suspicious person call.
He reports that a strong odor of animal waste, coming from inside the residence, could be smelled outside, and that numerous cats and kittens were in the windows.
Neighbors told police that the owners moved out and left the animals.
Blackwell Animal Control officer John Gerian reports that he impounded three dogs from a 10X10 chain link enclosure at the residence on July 5 that had been left without food, water and shelter.
On July 17 officers obtained a search warrant from Judge Leslie Page and entered the residence.
Mitchell reports that the rancid smell of urine and feces was overpowering.
He writes "I could see fleas and other bugs run over my boots, and the floors and carpet appeared to be moving there were so many."
In all police report 14 felines were taken from the residence.
Mitchell reports that the three dogs were euthansized by animal control after no home could be found during the 33 day waiting period.
The cats were taken to a shelter.
Stacy is charged with a felony count of cruelty to animals.
She failed to appear for an attorney status review on April 21, 2009. A bench warrant was issued with bond endorsed at $5,000.
A bondsmon showed proof on June 23 to the Kay County District Court that Stacy was in the Cowley County Kansas jail.
A spokeswoman at the Cowley County Sheriff's Department said Stacy was held on a probation violation from April 20 until July 9.
Devin Russell is also charged with a felony charges of obtaining cash and or merchandise by bogus check and knowingly concealing stolen property.
He is set to appear in court on Nov. 13 on those charges.
On July 16, he was charged with a felony charge of embezzlement and a warrant with bond endorsed at $15,000 was issued.

Yikes. Sounds like Kay county has a handful. Good reporting though!
I thought for sure you were gonna say there was a dead body in there. Truly sad about the pets, but Kay County must be a bit safer than where I live ~ yes we had an animal shelter closed and other animal cruelty cases, but Most Wanted are the people responsible for killing 5 at homeless camp and other suspected gang drive by murders.
Man - there seems to be an epidemic on animal cruelty lately. Thanks for putting the spotlight on this case.
