As far as PC fighting games go, I rank all games made using Mugen at least a cut above the rest. Even games which I only played 3 or so minutes before sending to the recycling bin, even those are better that the non-Mugen computer fighting games. Overall, Mugen is a middle of the road experience. it's got enough shortcomings to balance out the list of things it excels at.
Not Open.
I have a lot of gripes when it comes to Mugen, and most of them fit under the "it's not open source" umbrella. There are a mired of ways I could write the following two paragraphs. I could just use one big ole' run on sentence for each, or I could just break 'em up into smaller thoughts and pray that they all make enough since in the end. A decision of which method to use was decided via coin flip.
Online game play is something that a lot of people want. I get that, I really do. How many Mugen users are willing to deal with unspeakable amounts of lag when facing off against dial up users? I bet most of you forgot that dial up even existed. There's an army of us out there you know. If Mugen was Open source, you all would petition for Elecbyte to make Online matches accessible only to high speed internet users. Then I'd laugh, while at the same time lagging 8 seconds into an impending beatdown.
Mugen would be extremely successful in the ever growing Dingoo community, if it were ported to Dingux(Dingoo's custom version Linux) It won't happen unless Elecbute desides to focus on Dingo game development, or just up and release Mugen's source after they're done with Version 1 Final. i'm just an Open Source centric type of person. I want everything to eventually become Open, for the sake of creativity. Creative fans are sometimes able to devote enough time to add or modify things that the original creators don't have time or the drive for.
Not Bundled up.
One of the things I like about Mugen is that there are tutorials located in the docs folder. That's great. What isn't great is the lack of creation tools that should be bundled with the main program. Third party programs have been made, like Fighter Factory for example. Something just seems off about there not being a comparable development program created by Elecbyte themselves. Enterbrain's FM2002 seems a lot friendlier by comparison. It comes with all the tools needed to create content for that engine.
