Unemployment Benefits Will Run Out for Over 1 Million Americans

Congress Fails to Pass HR 4213 in Time Before EUC Deadline

J Budd, RN
If you are collecting unemployment, this is not good news. As reported on C-SPAN this morning, The Senate has already broken for Memorial Day recess, before having a chance to vote on HR 4213-the bill that would have extended the deadline for qualifying for unemployment benefit extensions. Although The House of Representatives passed HR 4213 this afternoon, it will not hit the Senate floor till after the Memorial Day recess (June 7, 2010) and after the June 2, 2010 Emergency Unemployment Compensation (EUC) deadline expires. And according to CNNmoney.com, as many as 1.2 million jobless Americans will lose their benefits in June as a result.

According to C-SPAN, Republicans and some Democrats were worried about the amount of money to be spent with HR 4213. This forced Democrats to make some adjustments to the bill to cut costs and make HR 4213 more likely to pass. Democrats even split the bill into two parts: one for unemployment and COBRA benefits and one related to Medicare payments. However, these adjustments took time away from a House debate and vote, thus delaying any action on unemployment benefits extension until after the EUC deadline.

The one change that will upset the jobless in America is how far the unemployment benefits extensions will go. At first, HR 4213 would have extended the EUC deadline to the end of 2010. The revised HR 4213 will now extend the deadline to the end of November 2010.

What does this mean for me?

Unfortunately, if your benefits completely run out before June 2, 2010, you will not have any compensation unless and until both houses of Congress pass HR 4213 and it is signed into law. If the bill eventually does pass, benefits would be paid retroactively.

As of now, there are four federal extensions of EUC benefits. These extensions, known as 'tiers', kick in when your regular benefits run out. Each Tier provides a different amount of weeks of benefits. They are as follows:

Tier I - 20 weeks
Tier II - 14 weeks
Tier III - 13 weeks
Tier IV - 6 weeks

HR 4213 does NOT add a Tier V extension. It only extends the deadline for qualifying for the next tier of unemployment benefits.

The odds of a Tier V

At this point, any talk of enacting Tier V of unemployment benefits extensions is just that...talk. With as much as 99 weeks of jobless benefits available in many states, it's doubtful any further federal extensions will be installed for a while. As I have reported in several articles here on Associated Content (see Sources), some members of Congress have expressed the possible creation of a Tier V. But for now, only the four Tiers exist.

Why were we led on that there would be Tier V legislation in the H.R.4853 Middle Class Tax Relief Act of 2010 bill?

Unhappy Holidays for a lot of people unless Congress rewrites this bill to include a Tier V extension of unemployment benefits.

The cost of not having it is more than the cost of funding it.

Instead of Tiers for >99 we might get 99 tears!

Do your part, it's not too late!

  • SHELLY8/1/2010

SHELLY CAN SOMEONE PLEASE EXPLAIN THE TIERS TO ME? HOW DO I KNOW WHAT I AM ON? I HAVE EXHAUSTED ALL MY EB AND EEUC, BUT I THOUGHT EEUC WAS TIER 1, IS THAT CORRECT? SOMEONE PLEASE ANSWER IF YOU KNOW.

  • A NEW SOLUTION TO THE UNEMPLOYMENT CRISIS THAT WOU7/16/2010

Give the unemployed 15,000.00 each if are CURRENTLY ON one of the first 4 Tiers. Not the ones who have been receiving it for OVER TWO YEARS those are just lazy pepole. This would allow them to pay off some bills, save their homes, and have a new start on life. It also saves the US big money figure it up...compare their extended benefits after 99 weeks they are MORE money than this solution would cost the US...I AM LEAVING IT UP TO YOU ALL TO COPY AND PASTE THIS AND SEND IT TO THE CONTRESS AND SENATORS I AM TO TIRED FROM POSTING IT EVERY OTHER PLACE I CAN SO DO IT TO HELP YOURSELF AND HEY IT SAVES THEM MONEY AND THAT WAS THEIR MAIN CONCERN HOW CAN THEY REFUSE THIS IDEA? IT SAVES THEM TONS OF MONEY THE MAIN THING THEY TELL IS IS HOLDING UP THE EXTENTIONS SO WHAT EXCUSE CAN THEY NOW USE?

My father was laid off 2 yrs ago, like many others. We have been barely surviving on unemployment benefits and my social security (I am unable to work). My father has worked hard all his life and we've all been struggling to survive for years, and now we can't even do that. I just moved to a good house that is able to roof myself, my father, another relation, and my relation's dog. We have no where to go and no money to get there. As of July 31st, 2010, I will be homeless, the dog will probably go to a pound, my father might have another relative to stay with and my other relative has no where to go also. I will be in my car. I'm not asking for pitty, what I am asking for is for the Obama Administration to give what is rightfully the American people's anyway..their well worked for unemployment benefits and jobs. This house I'm in means the world to me and my family, and now there will be no home and no belongings left. It's truly disheartening. So many more people are going through this

  • Depressed with no hope7/11/2010

My unemployment ran out at the end of March 2010 and since then i have had no income to maintain my household. I have applied for many different jobs and not recieved one call for an interview.I am a 45 yr old single mother that did not ask for my job to be sent overseas. But since it has, am I not supposed to be able to keep a roof over my child's head, or be able to buy food to feed him? And what will be turned off first, when i can't pay my light and heat bill? The 99er's didn't ask for any of this. and for those with jobs be blessed and not put down those who do not. The Senate is playing games with our lives seriously. What are you thinking? I hope you enjoyed that week of vacation for the 4th because unlike you I wasn't able to celebrate. There must be a Tier V of unemployment benefits or millions of people will lose all hope.. How can you not extend unemployment to us? We are Americans just like you. Perhaps come November a few of the Senators holding out should feel what it is

My unemployment has run out, I have spent two years trying to get work, and not had any luck.
So my Unemployment was a lifeline now it has been exhausted and no extensions, I have no children so welfare is denied, and I am now unable to pay my rent, pay bill or buy food.
As from 1st August 2010 I will become homeless and live on the streets, can anyone help?

  • Guest6/25/2010

If you just exhausted your 26 weeks of benefits you do not get tier 1, 2, 3 or 4. They have stopped ALL UE benefits period. So don't think just because others before you recieved those tiers that you will now too now that your first 26 weeks have run out. THERE IS NO MORE EXTENSIONS at this time. Just call UE and ask- which I did do this morning.

I was happy when i heard president Obama signed a bill in april to extend benefits for unemployment. Now suddently, this happened. This is nothing more than policians war, republicans n democrats. They don't really care for the PEOPLE who lost their jobs and can't find work. They need to start doing their job. We the people who work all our lives paying taxes. Now we need them the most, they playing politics like little kids. They need to wake up.

I just read several of the comments below and I do feel everyone's pain - but if not having a TIER V means that I can collect TIER 1 benefits - that have already been collected by the people who want a TIER V - then I am sorry - but I would have to say NO to TIER V and yes to the people who are just beginning their extension process.
