For those who don't know the "SAR" is "Search and Rescue". Bob could have used a map in case his GPS failed, a garbage bag to double as a rain poncho, some matches or other firemaker, a Wetfire cube for help lighting the fire, some basic first aid items, a mini-flashlight -- and one or two ways to signal, such as a whistle and a mirror. That chopper might not see him...
