The story was first broken by the informative Drudge Report on the 22nd of December and then fleshed out some more with a posting on YouTube by the arcane "SocialistsSteal."
The video of Baucus is very implicating, sorry to say, as it shows him slurring his speech; mispronouncing what should be easy words; and otherwise rambling on in a very loose and discombobulated manner not really becoming a person who is sober! In example, Baucus starts to stammer pathetically for a few seconds at the video's 0:41-0:44 second mark, seemingly not being able to get off his chest whether he means "senator" or "bipartisan." Similarly, at the 0:59-1:02 mark, Baucus wants to make a point about working towards something, yet then stutters and stammers for a couple of seconds before relying on the ever-awkward exclamation of "Aaaaaaaaahhhh!" You begin to get the idea: This unflattering horror show continues on all throughout his several minutes-long speech...so you can understand why some conservatives have astutely begun to question Baucus' sobriety.
Predictably and tellingly, Baucus shamelessly denied his glaring appearance of being intoxicated when his spokesman on Monday laughably denounced the video (read: expose of Baucus) as a "smear" and "gutter politics!" Hmmmm, that got Yours Truly to thinking about what really constitutes a smear, and exposing someone without altering any video of their behavior is certainly no smear at all, but merely honest reporting!
Truly laughable was the sort of delusional and fanatical white-washing of Baucus' quite drunk-looking mess of a speech by liberal bloggers like SFGate's "Zennie62," whose defense of Baucus disappointingly seemed to consist of merely insisting on the mantra that Baucus is not drunk, darn it!! Not drunk in the least!
Just as eyebrow-raising was the reemergence of former congressman Mark Foley who actually posted on his Facebook page comments calling out Baucus for running him out of town. Foley is of course the congressman who was forced to resign after it came out that he had exchanged sexually explicit messages with a congressional page.
The charges of drunkenness-supported by that inconvenient video-certainly fit with Baucus' personal life tumult, where just a few weeks ago he revealed that he nominated his girlfriend with whom he was carrying on an affair for a US attorney post. Put that together with the fact that Baucus is one of Obama's most ardent supporters in the debacle known as Obamacare, and you have Baucus' political-as well as all-around-image taking a substantial hit.

Why not provide a sample or two of Baucus speaking off the cuff, in the well of the Senate, for purposes of comparison? If it appears that he's always speaking as though practicing to take over for Sen. Byrd, then maybe he wasn't trashed. On the other hand...
That aside, the content of his speech was garbage. He accused republicans of caving to pressure, but then there's ol' Ben Nelson, who caved to threats of base closures, and to bribes.
Then, there's the notion that democrats offered to work in "a bipartisan manner." Any time a democrat says "bipartisan," you know he's lying.
I'm not happy with the issues Max backed off on in passing the Health Care Bill. But, he wasn't drunk. Tired, stressed, but not drunk! I've heard him speak many times. He stutters and is not the best public speaker, but he wasn't drunk. It's a smear campaign by the republicans.
