Weather Manipulation by the Govenment - Conspiracy, or Fact?

It sounds like something out of a science fiction movie, or perhaps off the latest conspiracy website, weather manipulation. Pictures come instantly to mind, and not all of them pleasant. You imagine power hungry governments creating mass storms to wipe out their enemy, with little evidence left to point the finger back at them. An invisible enemy that would be hard, to impossible to fight!

Of course, there is also the flip side to this picture, governments could also manipulate the weather to the greater aide of man kind! We could end droughts - which would save thousands of lives through fresh water, and saved crops (which would in turn, help with that pesky hunger problem).

Perhaps it would allow countries (with deep enough pockets) to make a more 'tourist friendly' atmosphere, or just deflect harsh storms. Maybe.

So how do they speculate that weather manipulation would work? There are a couple of different methods apparently. Some involve scientific explanations that are over my head (no pun intended), and some which involve satellites.

Can I find any solid, one hundred percent proof of any of this? I personally cannot. What can be found though, are dozens of websites, each with it's own sets of theories (some of which make practical, scientific even) sense, and some which are a little more distorted. They outline the possible catastrophe of this 'play at God,' and the possible salvation.

However, one popular phrase I saw repeated frequently, and on some seemingly respectable sources, was 'cloud seeding.' Which has been reputedly going on since the 1940's, and was the result of

Which lead to work on storm dissipation, and of course, weaponry uses.

It is an interesting topic to consider. Is there actual weather manipulation going on, and has been going on for over sixty years! If so, why hasn't it been made wide spread knowledge, cost perhaps? Availability? If this is even a hint of an option, storm dissipation in particular, why are more harsh storms not nipped in the butt before they inflict massive damage on US shores (and others for that matter)?

Fact, or science fiction? I'm not sure. I'm not a conspiracy theorist either, but one phrase kept coming back to mind, again and again as I was reading all of this... if you are hearing that the government is 'thinking' about something (nuclear weapons, bombs etc), chances are, they've already perfected it.
