The fact that a person A who is jobless with five kids gets more money than person B who is someone with two kids and a job that pays minimum wage is beside me. Yes, person A (with five kids) needs more money to provide for their family, but at least person B has made some obvious attempt to get back on their feet. This is where the word temporary shouldplay a more important role than it currently does. I said it earlier in the article, but perhaps you didn't pay much attention to it. Welfare is meant to be just a temporary thing, but for many it's not! Many people simply live off welfare for the majority of their lives. It's both sad and angering that such a large number take advantage of generosity.
One main thing that really concerns me is that some people have the idea "Oh, if I just have more kids, I'll get more money and won't have to find a job." Their "job" then becomes child rearing (which I firmly believe is a "real" job, just one that is not paid monetarily). This not only causes long-term living off welfare alone, but also a rise in the already too high population.
To help fix this problem, I think there should be a limit or cap put on the amount of money that's given out, or the number of children a person can have and still be supported by welfare. Not only would this reduce the longevity of some of those already on welfare, but would also (hopefully) help control the population crisis we currently have.
There are a few different ways to enforce this cap number (whatever it may be set at, ideally two or three). Welfare funds could automatically be cut if one exceeded the number of dependants, or, funds could be set aside to have individuals "fixed" via vasectomy or tubal ligation when their child limit was reached. I do believe that this option may go farther into the ethics side of things than most think is appropriate for the government to decide, but, it is still a possible option to consider.
Let's just say that this idea could be an option used in the future to help control the world population, as well as just how long people rely on government aid to make their living.
