Clean, neat clothes say that the person has both self-respect and respect for other people; they are well organized and disciplined. Even the simplest, casual clothes can convey this impression while expensive yet wrinkled outfit will betray your sloppy side. There is a reason for army uniforms, and there is a reason why those in the military are required to keep their uniforms neat.
Two other big tellers are color and style. They reflect your character, priorities, and social standing (to some extent). Classic style shows a more serious and traditionally-inclined personality while bright, extravagant outfits speak of being non-conventional, perhaps artistic. Many actors and musicians are known for unusual, flashy clothes meant to draw attention and show their exclusiveness, their being different from the rest. The word "vanity" comes to mind as well.
Careful color coordination speaks of taste, looking like a rainbow shows lack of it. Black trousers, light-colored shirt or blouse, and brown shoes will relay that their wearer either A) Cannot afford to buy black shoes at the moment; B) Does not know that black doesn't go with brown; C) Does not care. Further observation will usually reveal which one of the three is correct.
Someone dressed according to the latest fashion although this particular style is not very flattering to their figure reveals lack of individuality and / or personal taste. On the contrary, someone who wears an impeccable outfit that perfectly suits them and yet is not the latest trend demonstrates being able to rise above the crowd and scorn peer pressure.
You can actually make a statement by what you wear, especially if you break social standards by dressing differently than what is usually expected for a certain occasion. One of my crazy dreams, for example, is to put on a pair of torn faded jeans and some weird T-shirt, color my hair purple, and show up for a corporate job interview - just for the heck of it. Something tells me that I would not get the job, but seeing the look on the interviewer's face would have been a memorable experience (provided I get past security).
