Don't Jump To Conclusions.
If you cry wolf, no one will believe you. Some dogs simply can't stay inside. If the animal has food, water, and some sort of shelter, then they are fine. Being tied is perfectly normal as long as the dog has plenty of room to move about. Some dogs don't like being left alone and make a mess in the house, so the owner leaves them outside. Also, guard dogs are commonly left outside to ward off potential criminals.
Know What To Look For.
So you know what not to report. What is considered dog abuse or neglect? If a dog appears hurt or sick for more than few days without care, there may very well be a problem. Long haired dogs with matted hair or knots that have actually caused noticeable skin problems is another sign of neglect.
If you see a dog without water or food repeatedly, or if they have no shelter from the elements, then this is also considered abuse or neglect. Also, a dog must be able to move. If they don't have room to move around at least a little, then you may consider reporting the owner.
Look and listen for any signs of dog fighting. Bad cuts and extremely aggressive behavior are common signs. Also, constant activity at the home with other dogs "visiting" may be another sign.
Who Can You Contact?
Once you have decided it is time to call for help, who can you call? There are five main places to contact.
- The local authorities can check out the situation and determine who else to involve.
- The local humane society will judge the situation to see if abuse or neglect is occurring.
- Animal control can also judge the situation and take the animal to a shelter temporarily.
- The SPCA is an animal society for the protection and safety of animals. They can advise you further on what to do.
- Call you local vet for advice on who to call and more information on dog abuse.
Sadly, dogs are considered property; however, abuse is still not tolerated. Police look at dog abusers as possible threats to human society. If someone will abuse or neglect a dog, they may very well be violent towards humans. Give someone a call if you truly suspect abuse or neglect. The dog will be glad you did.
