Some people think that you can't sue the police or the state because they have immunity, that's not true. Some people are intimidated and don't think they can sue these entities. You shouldn't be intimidated! Some death and major damages occurred because of negligent and power abuse; our world will be a better place if you bring these cases to justice.
I do noticed that the majority of citizens are passive and allowed many bad cases pass by without bringing it to the court's attention. This is a bad practice. If you let monster get away with their mess, they will only create more mess for other innocent people. A society is better if we have more active members than passive one.
I'm a really active person politically. I do make the phone calls or letters required if I observe something majorly wrong, because someone has to do the dirty job. How else will things improve?
If you see a tech molesting a crazy patient, you would definitely speak up right; I'll be very disappointed if you don't. This kind of case happened numerous times before where nurse attendant molest and rape crazy patients. What a hell story isn't it? What I'm concern with are professionals with great powers and they over abuse it. Yes! Human nature is like that, people like to abuse their power until someone stops them.
You must always keep active eyes out for yourself and your fellow citizens. I know someone will thank you later. I know I was very grateful when someone saved my brother's life by calling the police to pick him up when he was found lost. A lady found his bag and she reported it to the police and they came and look for him and took him to the hospital. My brother has some health issues. If this lady didn't take the time, I might have lost my brother. So take the time to be an active citizen, someone will do the same for you later.
One of the lawsuits against the state recently is the Virginia Tech rampage in Virginia. The victims' families settle millions after suing the state for negligent of not informing the students soon enough of the incident so they can flee but rather was caught in the rampage too. Sometimes, negligent happens and we have to recognized it and take action against it because we deserved to be compensated.
I know a club owner that sued the police department and won several millions. The police came into her business every single club day and bothered her patrons so much that her business was suffering. They were bothering her too much to the point where it became illegal. She took them to court and won several millions for it. Yes, sometimes officials with lots of powers do cross the line and you do need to bring it to the court's attention.
