Well obviously if you see someone getting beaten up then you should call the cops. But if you don't actually see anything and are going on based what you may hear, then it would still be in your best interest to call the cops. IF you happen to live in the same apartment building then you should do so to ensure your safety as well. There have been many cases where fights have turned so violent that innocent bystanders (usually neighbors) end up getting hurt. Even if it turns out that one was hurt, then at least you will be sure that you won't be either.
One thing that you should be prepared for is the fact that your neighbors will not be very happy with you. In some cases they may end up being very angry with you. Of course if these particular neighbors happened to be friends of yours then you may want to take the time to explain to them why you did what you did. If they were really your friends then they will probably understand. In some cases though people have chosen to remain anonymous. Of course when you call the police they will usually ask your name and they may also want to speak with you about what you saw or hear. You can however tell the police that you are afraid of repercussions from you reporting them and if they could not let them know that you were the ones who called. They may ask you to come down to the police station in order to get your side of the story, but in most cases if the one being beaten up does not want to press any charges there is really nothing they can do. So the bottom line is that when it comes to calling the cops on your fighting neighbors you really just have to use your best judgment. Remember that it is sometimes better to get involved than to just mind your own business. You may end up saving your neighbors life.
