I completely understand the tax implications that complicate such payments (as AC would need ot withhold taxes in those cases) and acknowledge this would be an administrative burden for AC.
You could argue that the decision AC took was (as the AC email expressed) based on cost-effective reasoning, and you can agree or not with that decision. Still, it's fair to say it's a business decision and business is business, no hard feelings.
My objection would be that, in such case, AC should offer non-US contributors to close their pages, take their content and leave, or at least to just remove all content.
By not doing so (and what I'm saying is that AC should have sent this option up front), AC will continue featuring this content and will keep all profits from it, while this contributors will not receive payments.
In a nutshell, by avoiding increasing its costs in terms of administrative burden, AC is actually decreasing costs by not paying for content, as AC had previously agreed to, which I think is unfair.
The moment I read this communication I decided to leave AC, and searched for an atlernative. Bukisa was mine, a company that is not based in the US and that will not have such problem (let alone they are paying more than 3 times the amount AC pays per 1000 views). I also took the opportunity to explore multiple-publishing and joined RedGage as well.
In summary, choices are choices, business is business. As AC choose to take this path, I am choosing to move. Maybe AC will not miss me, but I doubt I am the only one.
