In some of the smaller cities and rural towns foreigners may be hard pressed to find someone who does speak their language, unless they speak English, but this is not always the case. Many high schools around the USA teach students, German, French, or Spanish. If the foreigner's grasp of English is limited, it's better to stay in the bigger cities where you can find a translator to aide in communication with the locals. Also in the smaller towns, the local accent maybe harder to understand for foreigners who have trouble understanding the regional dialects of the native Speakers.
It's also the smaller towns where you will experience more home-style cooked foods in the American diners around the United States. Smaller towns will often be cheaper for dining and lodging as well as entertainment than the bigger cities. However, this all depends on your individual tastes and circumstances. Many bigger cities have little town adjacent to them and they are called the suburbs and usually you will find cheaper meals, lodging and entertainment there as well.
Once you find your destination you wish to visit, check with the local Chamber of Commerce to see what events are happening locally. You will find information on sporting events, festivals, and concerts of many types. Christmas is always a fun time to visit the USA because of our Christmas celebrations, which varied widely in different regions. Many rural locations also offer seasonal events such as apple festivals in the fall or music festivals during the summer months.
